The Security Council is one of the main organs of the United Nations. It was created with the purpose of maintaining peace and security on an international level.
The Security Council would assemble whenever the international security was put at risk. So that the Security Council can meet when the need arises, a delegate representing each member state is required to be present at the UN Headquarters in New York City. Since its first session on January 17th, 1946, the Security Council hasn’t moved.
